Whether this instance carries a time of day.

True for dates created from a DateTime (PersianDate.now, PersianDate.fromDateTime, PersianDate.fromGregorian, PersianDate.fromGregorianString) and from PersianDate.withTime. False for PersianDate.new and for results of date arithmetic.
